As we are aware some of the tappers do not read or write. Henriette and Ken would be able to put forward an initial realistic educational development programme where the tapper could attend to register and receive their id membership cards confirming that they understand the Aloe Movement and given basic training verbally or written. What is it that you envisage the Tapper should gain from this program. I am in possession of a training manual which belongs to them and I believe they are the only ones experienced enough to comment on how this should be presented to DEA.
